It's an interesting passage, based on quite an extended metaphor between circumcision and the Christian covenant Paul sees as superseding it. The loss of a foreskin is seen as both trivial and vulgar in comparison with the total loss of the worldly outlook he advocates.

Cynics have tended to see his rejection of circumcision as a way of selling Christianity to the Roman world, which abhored it. There was even a painful operation - the epispasm - that ambitious Jews could undergo if they wanted to look intact at the baths!

Some cults in Christianity have advocated a return to the practice but the mainstream drive to circumcision in America & Australia was secular so far as I know.
