When I was little, we had a cat that did the same thing. We called it the silent meow. He was an outside cat, and he would do it (among other times) when he would see us through the window. We didn't have A/C, so the windows were open in the summer, but he apparently didn't understand windows, so we got the silent meow through the window. I guess he knew we could read his lips!
