I did not know that your foreskin stayed pulled back when soft. I know that it sometimes stays back when hard.
I am cut so I have not the experience.

if it's general : It does not stayed back, it might stays back, it depends on people
you can have it back all the time or never. Or just sometime, for instant after an hardon if you cannot put it back because of no privacy for that

I think I was thinking in general. I always had thought that it sort of just slid back automatically. I have only seen pictures of it staying back when hard. I have only seen soft uncut penises in the locker room. None were hard. I thought that there was one that was a semi. It was quite thick, but was curved downwards. The head was like 90%, or more, covered. It was just a brief look, as I did not want to be caught looking at him for too long. I did not know that it stayed back after a hardon unless you could manually put it back. Like they say, you learn something new everyday.

there is not penis to see everywhere of course not really a good idea to look too long in the locker room
penis come in all shapes and sizes that include the foreskin
when uncut it goes to full coverage with overhanging when soft and staying cover (full or partial) when hard to short foreskin with not coverage when soft that could like cut (not tight cut)
the forskin can be more or less loose around the penis so it can roll back automatically when soft (depend aslo on the undies) to need to roll it back manually.
If most of uncut penis you've seen was covered it's because the head stay very sensitive because it's covered by the forskin.
to be more explicite i hope not shocking wanking while uncut is not rubing but rolling back and foreward the forekin in the gland.
